When an assignment says four pages or a brief says two, they mean a familiar default: 12-point Times New Roman or Arial, one-inch margins, and either single or double spacing. Under those assumptions a page holds roughly 500 words single spaced and roughly 250 double spaced, and everything else here follows from those two numbers.
The reason the question needs asking at all is that page count is the least stable way to measure writing. Change the font from Times New Roman to Arial and the same text takes more pages; change 12 point to 11 and it takes fewer; add a heading, a block quote or a figure and the count moves again. Word count does not move, which is why editors and markers increasingly specify it instead.
So use pages when someone has asked for pages, and check the assumptions they meant. If a requirement is stated in pages without a font and spacing, it is worth asking — the difference between single and double spacing is a factor of two, which is the difference between meeting a requirement and missing it by half.
Words to pages, both spacings
These assume 12-point Times New Roman or Arial with one-inch margins and no headings, figures or block quotes. Real documents run slightly longer than the table because headings and paragraph breaks consume vertical space that plain prose would have used.

What changes the answer
Four things move page count for identical text, and they compound. Knowing which one is in play explains most of the discrepancy between a tool's estimate and what your word processor shows.
Font family is the largest surprise. Times New Roman is comparatively narrow, so it fits more words per line than Arial or Verdana at the same point size — the same essay can differ by a page or more across a 3,000-word piece. Point size is the more obvious lever: 11 point rather than 12 fits noticeably more, and some style guides specify it.
Margins scale the text block directly. Going from one-inch to 1.25-inch margins removes a meaningful fraction of every line's width and of the page's height. Line spacing is the biggest single factor of all, and it is not only single versus double — 1.5 spacing sits between them, and many word processors add a small gap after each paragraph on top of whatever spacing you chose.
Structure is the one people forget. Headings, subheadings, bulleted lists, block quotes, tables and figures all consume vertical space that continuous prose would not, so a structured 2,000-word report runs longer than a 2,000-word essay.

Reading time and speaking time are different numbers
Silent reading for an average adult on general prose runs around 225 words per minute. That is the figure worth using for a blog post's estimated read time or for judging whether a document is a five-minute or a twenty-minute job. Dense technical material is meaningfully slower, and skimming is much faster, so treat it as a central estimate rather than a measurement.
Speaking aloud is far slower, around 140 words per minute for clear presentation delivery. This gap catches out anyone preparing a talk from a written piece: an article that reads in four minutes takes over seven to deliver. Working backwards is the useful direction — a 10-minute conference slot is about 1,400 words of script, and a 40-minute lecture is about 5,600.

Counting characters instead, and why limits differ
Plenty of limits are set in characters rather than words: meta descriptions, form fields, SMS, bios, and most social platforms. The complication is that character limits are quoted both with and without spaces, and the two differ by roughly a sixth on ordinary English prose.
If a limit does not say which it means, count with spaces — that is the stricter reading and the one most systems enforce, since they are usually measuring the length of a stored string. Zyff's word counter reports both alongside each other so you do not have to guess.
One further trap for anything international: a limit measured in characters is not the same as a limit measured in bytes. An accented Latin character costs two bytes in UTF-8 and most CJK characters cost three, so text that fits a 500-character limit can exceed a 500-byte one. Where a system's limit comes from a database column, bytes are often what it really means.
Readability, and when the score is meaningless
Readability formulas estimate difficulty from sentence length and word length — longer sentences and more syllables score as harder. They are useful as a rough gauge and as a consistency check across a set of documents, and they are genuinely bad at judging a single short passage.
The reason is that they are statistical. On very little text a single long sentence or one polysyllabic name swings the result wildly, which is why Zyff's counter needs a minimum amount of text before it reports a score at all, and treats a few hundred words as the point where the number becomes reliable.
Their other blind spot is that they cannot see meaning. A passage of short sentences made of unfamiliar jargon scores as easy; a long, elegant, perfectly clear sentence scores as hard. Use the score to catch sentences that have run away from you, not as a target to optimise.
